What is it ?
“The community of communes is a publicly-owned establishment of inter-commune co-operation (EPCI) gathering several communes of only one holding and without enclave. It has the aim of associating communes within a space of solidarity, for the development of a joint project of development and adjustment of space. ”

Operation, organization and competences
It is a EPCI with clean taxation by the professional tax and generally the TPU (single professional tax with partial transfer with the communes).

It is managed by a Community council. The delegates of each commune are elected by the town councils. Each commune at least has a seat and no commune can have more half of the seats.

Obligatory competences: economic development, adjustment of space. A competence to be chosen among four blocks:

  • protection and development of the environment
  • and framework housing policy of life
  • creation, adjustment and maintenance of the roadway system
  • construction, maintenance and operation of cultural, sporting equipment and of teaching préélémentaire and elementary.

The council of community can also choose optional competences which it defines itself. The communes choose, inside the blocks, precise competences which they delegate to the community. As from the moment when competences are deputy, the communes cannot any more exert them.

The community of communes Orb and Taurou was born in 1998.
It gathers 5 communes:

  • Causses et Veyran
  • Murviel-lès-Béziers
  • Pailhès
  • Saint-Nazaire-of-Ladarez
  • Thézan-lès-Béziers

that is to say approximately 6000 inhabitants.

Currently, the President of the community of the Orb communes and Taurou are Mr Norbert ETIENNE (mayor of Murviel Beziers and Conseiller General).
